    Portugal 2030 (PT2030) is the agreement between Portugal and the European Commission for the period from 2021 to 2027.

     

    The Portugal 2030 Program, or PT2030, is the implementation of the partnership agreement between Portugal and the European Commission. It sets the main strategic objectives for the period from 2021 to 2027 and aims to promote economic and social development in Portugal.

    1. Smarter Europe – Through innovation, digitalization, business competitiveness, skills for smart specialization, industrial transition, and entrepreneurship.
    2. Greener Europe – By incorporating decarbonization goals through support for innovation and the circular economy, and leveraging sustainable production methods.
    3. More Connected Europe – By promoting connections between strategic transport networks and creating communication networks to support Portugal's digital transition.
    4. More Social Europe – By supporting education, equal access to social care, quality employment, training, and social inclusion.
    5. Closer to Citizens – With local development strategies for social and territorial cohesion, supporting sustainable urban development based on network integration and focused on the needs of the population.

  • What is the total allocation for Portugal 2030?"

    The total allocation for PT2030 is 23 billion euros.

     

    This community program has a total allocation of 23 billion euros, coming from the following entities:

    • ERDF (European Regional Development Fund) with 11.6 billion euros, complemented by 139 million euros related to CTE.
    • ESF+ (European Social Fund) with 7.8 billion euros
    • Cohesion Fund with 3.1 billion euros
    • Fair Transition Fund with 224 million euros
    • FEAMPA (European Maritime, Fisheries and Aquaculture Fund) with 393 million euros
    • Connecting Europe Facility with 1.048 billion euros
  • How many are the Portugal 2030 programs?

    There are 12 programs, divided between Thematic Programs and Regional Programs.

     

    There is a total of 12 PT2030 programs.

    Thematic Programs

    • Demographics, qualifications, and inclusion: Program funded by ESF+. It largely aligns with OP 4. It addresses the areas of Active Employment Policies, Education and Vocational and Higher Training, Social Inclusion, and Equality and Non-Discrimination.
    • Innovation and Digital Transformation: Program funded by ERDF and ESF+. Aimed at the less developed regions of mainland Portugal, it primarily aligns with OP1, providing support for digitalization, innovation, and R&D (Research and Development), internationalization of businesses and interface institutions, and the scientific system.
      Supports businesses in OP2 and OP4, focusing on decarbonization and workforce training.
    • Climate Action and Sustainability: Funded by the Cohesion Fund. Aims at climate transition, actions for adapting to climate change, circular economy, and urban mobility (objectives aligned with OP2)
      It also includes major investments in Trans-European Transport Networks under OP3 (railway).
    • Sea: Funded by FEAMPA. Aims to stimulate investments in the maritime sector and contributes to OP2 and OP5, where local development strategies are outlined. It covers the entire national territory.

    Other programs

    • Technical assistance: Funded by ERDF and ESF+. Covers the entire Portuguese territory and aims to implement capacity-building actions for entities involved in the coordination and management of funds (monitoring, evaluation, communication, information systems, and control). Supports the Roadmap for enhancing the European Funds ecosystem. In addition to this PO, each PO will have a component dedicated to technical assistance.
